Government, nonprofits, and healthcare organizations are often blocked from performing critical research studies due to privacy laws that prevent data sharing. This project creates the Trusted Integration Data Exchange System (TIDES), a secure platform that enables collaborative analysis on combined datasets without exchanging the actual sensitive information. The platform uses formal languages to define data-sharing rules, introduces an automated compliance checker to ensure that a proposed data integration study is compliant with all laws and regulations (e.g., HIPAA, COPPA, FERPA, GDPR, local and state laws), and novel cryptographic methods to process joint queries securely.
TIDES is a collaboration with the Actionable Intelligence for Social Policy (AISP) network, which includes over 50 local government organizations. Our aim is to make it possible for these organizations to conduct their critical data integration studies with ease, speed, and with the knowledge that they are compliant with all regulations.
